out went 12" CRT TV and in came 24" LED but help.

I just purchased a 24” LED tv to replace the old 12 inch CRT which came with the unit from the factory. It was my understanding that the original CRT drew about 30w which is pretty close to the 33w d...

No!
By limiting the voltage to the new TV you will fry it's power supply.
Why don't you just use the cord that came with the TV? Just install an outlet.
