The only program I use as a cleaning utility is CCleaner, and have used that going on a decade. Other utilities may bring unwanted functionality.
Sometimes registry fragmentation causes performance issues. This can be solved by imaging off the copy of Windows, erasing and reloading the backup. It doesn't hurt, if one has multiple PCs, to save a backup image off, then scan the image with an antivirus utility. This is good for finding rootkits.
