Come May 1, 2016 I wouldn't count on it. Sure, they're talking about offering an alternate site that will hold your existing Picasa pics but if you can't upload more pics or edit them what's the point?
Another downside to Google Photos I just discovered - I can't randomly sort my albums the way I want them as sorting is automatic based on the date code of the pics within each album. Seems to me the Google team went out of their way to make this new platform as non-user friendly as they could. How stupid. :R
