It is very hard to compare a new Win 10 vs an upgraded Win 7 to Win 10. I tried everything I could to get a new Win 7 replacement for my wife and it still showed up as Win 10. After a bit of massaging it now looks and feels just like her old Win 7 machine (now if I could only get her off IE which constantly gives her trouble :) ).
As far as the downloads of updates while using cell service, as someone mentioned you need to set metered service. All Settings-> Network and Connections-> WIFI-> Advanced Options-> Set as metered connection ON. You will still get the high priority ones, but they are pretty important anyway.
