one "issue" I had with tracfone was when I changed phones and switched service to the new one I didn't (I guess) mention to also switch the "service continuation plan" and discovered that instead of 1800 minutes I had 0 minutes of time. took some fussing and screaming but I got my minutes back.

Yeah, sometimes transferring from old phone to new phone results in a botched transfer.. Resulting in having to call the customer service number..
Most of the time, it is seamless by using the online transfer (assuming you have another means to access the Internet while making the change).
IF the OP is looking for STRICTLY a Hot Spot or data tethering then they would NEED to "bring along" their own phones. Trac LOCKS their own phones you can purchase cheaply ($19 -$49)which means no hot spot, USB port, BT connection on their phones can be connected to a computer..
If that is the case (Hot spot only) then OP should consider the wireless Hot spots and those DO have a month to month obligation that the OP WILL need to keep track of.. However OP could ask if there is a yearly prepay, OP might even get a slight discount if they offer the yearly prepay option for a Hot spot..
