You should be able to get around the permissions issue by using a different OS to access the files. Such as booting to a Linux distro on CD/USB flash drive.
To add an extra layer of protection to prevent an unauthorized person from doing the same, you can use Windows built in encryption EFS to protect your folders. Another OS couldn't access the data without knowing the user account key.
