The arrow inside is to line up the antenna so that when cranked down it locks in place for travel. If put down on the roof anywhere else the wind will move it around and loosen that plastic nut inside the roof. Then the antenna will rattle around on the roof allowing for leaks and messing up the signal when the wind blows.
When the antenna is up think of the wing as being a bird's wing. The Wingman attachment is the birds head. Aim him at the tower. Without the Wingman either the birds head for tail would work, but shorter range.
By the way some antenna are installed folding down forward (by mfg.) instead of rearward. Not a good idea headwinds can sometimes catch the wing and cause the antenna to rise.
