You can remove the 2 12V wires from the power supply and verify that you have good 12V power coming in and then reconnect them. With a separate piece of coax, connect to the port on the power supply that is labeled "antenna" and the other end of that coax should show the exact same voltage you saw from the incoming power. If you do not (or you get a good reading from the input but flaky readings from the output) then you need to replace the power supply.
