Well, thank you all for your suggestions and comments. The problem seems to be gone and I have a two day supply of data allowance to last me 25 days.

After running Windows Defender which found and removed a medium nasty critter called:

hacktool: Win32/keydump

which didn't solve the problem, I restored to a November restore point and have spent the rest of the day re-installing MS updates and I am no longer loosing my data allowance unless I am actively on the internet.
