Thanks for the suggestion but at the rate I am using data, I will use up my 10 GB MONTHLY anytime allowance in about 4 hours.

No one has mentioned booting to SAFE MODE with networking...
Perhaps try choosing Safe Mode with networking option and see if the data usage goes down...
The reason for Safe Mode is that in Safe Mode ONLY ESSENTIAL software and drivers are loaded. You will need the additional Networking drivers to access the network card (provided you are using the built in network card). This may or may not work with Wifi or other USB dongles though.
I would however suggest taking a look for failed Windows updates.
Two weeks ago I had a XP windows update fail and it spiked my processor at 50% usage on one of the SCVHOST.exe files for two days. I have my updates set to notify but do not download unless I decide to.
My thought is you have a failed Windows update trying to connect to MS update server or you have a keylogger/malware/password stealer/adware/virus software which was not detected by your scans (you DID run your scans in Safe Mode?) basically making your PC a zombie...
Alternately some folks have had "issues" with their WiFi hot spot it's self gobbling up data for no apparent reason and the fix was to have the service provider replace the Hot spot...
