From the day you buy a Windows based computer you should run a utility such as Advanced System Care (ASC). I suspect CCleaner is a similar product but I have not used it. Every time you use your computer, surf the web, run a windows update, or just sneeze something changes on your computer which might affect performance over time. ASC will diagnose your system, perform repairs, enhancements, defrag your disk, system registry, and will do a good job in keeping things working as best they can.
Adding additional memory is probably the most effective way to perform overall system performance. Having insufficient memory will force Windows to work extra hard to manage memory and causes a lot of disk activity that will sloooow things down.
I would try ASC or other utility before dropping back to square one.
