I purchased tow dolly wheels through Camping World online. I tried to cancel the order, but it had already shipped. When I got it, I took it to our local Camping World and they would not let me return...

According to the website, "catalog and Internet purchases can be returned or exchanged at any nationwide Camping World SuperCenter".Or perhaps every Camping World Store is not a "Camping World SuperCenter". :@
This sounds more like a single store not wanting to follow the company policy rather than the OP making a mistake.
Just like all Walmarts are not all "Walmart SuperCenters".
