As mentioned previously, smart phone do NOT need data to be effective. Several programs are stand-alone and mapping programs like Google Maps allows you to download the entire area where you plan to travel and it will work just fine with or without data. You just don't get the live traffic updates which is likely not a problem when you are far away from a heavily populated area.
