Yes, Dish and DirecTV are fully aware and fully accepting of the practice. It's been going on since the mid-90's.
I looked up her subscription online and she doesn't have HD service. I will check her receivers to see if they are capable of picking up HD
If not, HD might also not be necessary either. If they have no HD, are happy with no HD then don't worry about HD and just point the 18" dish and be done with it.
The important part is to enjoy, not struggle.
