First Comcast, now Verizon have secret shadow numbers. When the customer crosses the secret data number they are warned. It may be the first or only warning. Comcast has played the data cap game for years. The number seems to change with the market (city). Comcast claims there are no data caps until the customer violates the data cap. Makes no sense. Verizon appears headed in that direction. No hard numbers.
Other companies have pulled similar shenanigans. Comcast was an easy comparison against Verizon.
