Verizon has a unique problem in the bid they used to secure the bandwidth for their LTE data prohibits them from throttling users. ATT, T-Mobile and Sprint do not have any limitations. If you look at the fine print on all of those unlimited plans they will throttle users past 22GB per month. This allows those providers to slow down users who consume a lot of data to allow other users to consume. Since Verizon can't do that it really does wreak havoc on their network.
However there are still companies that will allow you to purchase a UDP data plan from Verizon. They have phone numbers and you assume the liability of the phone number along with the UDP.
