If wanting to use your phone for tethering, then you should probably not consider ST. It's specifically forbidden. No I don't know how they can tell. Probably because you'll use a lot of data.
Yes, data is not really unlimited under the unlimited ST plan. Here's my solution.
I use Millenicom as my WiFi internet provider. That gives me 20Gb of data every month, so I set my phone to search for the Millenicom WiFi signal and use it if available. Problem (if it exists) solved. The Millenicom hotspot runs on the Verizon system and can last about 6 hours on a charge. So I can have it in my truck while traveling or at the beach - anywhere. The hotspot functions as a wireless router and can support up to 10 different devices.
I full time and realize this won't work for everyone, but it works real well for me.
