Not true. I bought a new phone off Ebay and activated it just by calling the activation #. Didn't cost me a time to activate it.
X2 - you are activating a phone on a no contract plan through the company you have the plan with - ST and not Verizon for example, there is no activation fee - in fact if you swap phones back and forth there is still no activation fee ever.
