Severe weather alerts via text message to cellphone?

I was wondering if there is any sort of severe weather alert service and/or app for a smartphone (android). I'm looking for something that would provide alerts for specific gps coordinates or maybe by...

I would check the "National Weather Service" web site to see if they have an app, I have our local news station's weather app on my phone and it has been a big help a few times, but that is local only.

I never thought about while traveling.
