Severe weather alerts via text message to cellphone?

I was wondering if there is any sort of severe weather alert service and/or app for a smartphone (android). I'm looking for something that would provide alerts for specific gps coordinates or maybe by...

I use the NOAA weather radio app. I don't know if it sends texts or not, I use the notification feature on my phone. My brother and I were comparing my NOAA app with his Accuweather app yesterday as all sorts of warnings (tornado watch, severe thunderstorm warning, flash flood warning) were going off in our area. The NOAA app performed much better.
