Severe weather alerts via text message to cellphone?

I was wondering if there is any sort of severe weather alert service and/or app for a smartphone (android). I'm looking for something that would provide alerts for specific gps coordinates or maybe by...

There are many, Most television stations have an app, some are free, some are fee.. (WHy they think they can charge a fee I do not know)
