Starvation Budget Best USA place for laptop value?

I am in Mexico where laptops start oit at six hundred dollars, have a Spanish Language operating system and incomprehensible keyboard. Social Insecurity starvation budget. I can have something ship...

It's only safe if you assume no one has hacked his account.

If this is real, you should be able to buy a new computer for $250-300 from most major retailers. Getting it shipped to mexico is a separate issue.
