Nope. While some DISH receivers (ie, Hoppers), have the ability to "sling" (or stream) programming to other devices (iPad, iPhone, etc), Sling TV is another animal.
Nope. Sling TV is owned by Dish.
I have been using it for a while and am happy with it for the most part. It isn't great, but it isn't bad.
DISH may own Sling TV, but Sling TV a streaming service while DISH is a sat-based service.
