In theory google earth with a gps antenna can work, but one would have to have an active cell phone hotspot. The pro version is now free.
Delorme has an offline map program. It is a bit more expensive than streets and trips. It is possible to export any saved maps into the Delorme program.

It's a great program and I have not found anything that is as useful while "offline".
