In order for a table (or laptop or phone for that matter) to work as The Hotspot - it needs to be part-phone. It needs a SIM card from ATT, VZ, Sprint or T-Mobile (etc.) and it needs to be activated by your carrier.
Some tablets are WiFi only - they cannot become a hotspot for other devices. Others can do both - act as a hotspot and WiFi in.
I have a couple of iPads that *can* be hotspots, but I've never bothered to buy a SIM card and activate them with my carrier (ATT).
