He is trying to avoid cell usage.
OP can use most tablets from cheaper RCA to Apple
he just needs online to load the app and maps. After that internet connection is not needed if he has the right app.
Hence why I said "No signal no map UNLESS YOU PREPARE IN ADVANCE".
