It surely can't be 1.2 billion individual people, because I doubt that there are that many people in the world who have accounts with passwords, since a large percentage of the world's population consists of incredibly poor people in China, India and Africa who have no accounts to password protect.
It's not people, but unique credentials. I must have unique access passwords to 20-30 different accounts. Emails, forums, shopping, banking, etc.
China is not so dirt poor anymore.
