I've witnessed almost the exact same thing that you are describing, and it was power surges on the phone line being caused by a failing buried power wire near the phone lines. The phone company of course denied that it was possible for it to happen, even as the power company dug up the line and showed them.
Same issue used to cause the phones to dial 911. We used to get 911 calls from a house every time it rained due to bad underground cable.
