If you don't need a web service for the PC, use it and leave it off the web. If you need access for email or other news scripts, there are plenty of phone apps out there to do that.
I bought a new Win7 LT several months ago - I use it for work only and its never been on the web and never will be. I use a different (older) PC for the web and that's all it does.
I expect to use this new Win7 PC as long as I choose ... it will never have a "virus" and will never need updates as long as it works like it does now.
There are so many ways to access the web today, no one needs a PC to do it, and we can transfer data to nearly anywhere with a Cell Phone (Like Android).
