Cell phones don't have to be regulated. All it takes is to have the phone non-functioning when it discovers it is moving more than 15 mph. Easily done, and no government need be involved.
Yeah, yeah I know it will never happen, but there's no reason why it couldn't be done. All it would take is for the cell phone companies to act in a responsible manner. I'm figuring that will happen when I can see those pigs soaring overhead. :)
