This would be a state specific law, not a Federal law. I doubt you can cite even one state law that says no TV while driving.
Perhaps some state laws say no distracted driving, no electronic devices, etc. but I suspect that they are recent laws to address texting and cell phone use while driving.
If the OP's motorhome is like most, he cannot see it from the driver's seat. He may be able to hear it from the driver's seat, but he can hear the radio, too!
