Two smartphones-only one connects with park wifi?

My DW and I have identical Samsung Galaxy S4 phones. The park wifi has the same SSID on both phones, both phones show equally strong wifi signals; but one phone connects and the other says it's connec...

There was a post yesterday that talked about IQ. Maybe one smart phone is smarter then the other.
