I've had this issue at home before. Rebooting all the devices worked. Especially since you have done the "forget network" and reconnected with the same results.
This is a state park with work campers and getting them to do anything tech is almost impossible. I have asked them to reset it, but no luck. One of them said that they hoped for a power outage to reset everything.

Actually, I'd try rebooting the modem which tends to be the bigger culprit with Net access issues than the router. Hopefully, they're not one in the same. The router appears working if assigned an IP address, but indicating no internet.
Not necessarily true. The IP address is assigned in the smart router by DHCP software, the routing to the internet is done in the router with different software. It appears to me the DHCP configuration is serving up an IP address that isn't valid for routing. The phone that works is getting an IP address in a lower half of the range whereas the non-working phone is getting an IP address in the upper half of the range. I'm guessing that whoever configured the netmask for routing in this router is off-by-one and rebooting won't solve the problem. It's a configuration issue in the router.
