Of course it's unlimited DATA. They don't charge more for going over 22GB, they just slow down your speed. As Gulfcoast said, it's not unlimited SPEED.
I guess if you want to use the speed change to say it's limiting your data, then all data plans are limited by the maximum speed (Mbps) x seconds in a billing cycle. For my grandfathered in AT&T 4G unlimited, that would work out to ~13 TB per month. Guess I need to call AT&T and ask why my "unlimited" plan is only going to give me 13TB! Not planning on downloading at full tilt 24/7/30 though. :)
