Regarding throttling. It's like Matt posted, no throttling, but have had cell towers that bog down during peak times. But at 2 AM, they're super fast. But at 5 PM, they get overloaded with users.
One suggestion to avoid MSRP is Best Buy. Amazon may be another option but their prices are almost the same as Verizon.
I'm leery of Ebay, but maybe I should reconsider.
My bother has a paid for HTC One, that's was on AT&T, but I don't think it will work on Verizon. Been reading Android Forums until I can focus.... :)
