When we got our I 5cs the same thing happened. It seems Verizon is reluctant to let everyone have hotspot ability. If both phones are on the same contract you may have to call them and have them enable hotspot on the 2nd phone.
I see some one suggested tethering using USB. For a while I lost this ability. I found out that you have to have download Itunes for the drivers.
