We just returned home from an Alaska trip and we have Verizon phones. There were no deals for Verizon service. They did set our phones so they would work in Canada. When I first looked last winter, I could have added Canada for $20 a month. When I got ready to do that, it was no longer available (May 2013). They had just stopped offering any plan. All they would do was add the calling capability in Canada and all calls were at 89 cents per minutes.
We shut our phones off in Canada. I picked up a calling card at a 7-11 and used it at pay phones when I wanted to make a call.
