That will certainly work. I do suggest that if you decide to make the switch (to any other carrier), check your service where you use the phone most, either by getting someone you know with the service you are going to or making sure you have a grace period of sorts to change your mind. We looked at changing and happened to have a friend with the carrier we were looking to switch to come over and she had no service with that carrier in our house. Friend had a brand new phone so it wasn't a phone issue. Going down our road towards the main road, she would start to get service and it would go away again as she came back towards our house.
I am a little surprised by your difficulty as we recently had an issue with Verizon (not an overbilling problem) and had to contact them 3 different times over the course of a month and each time had no problem reaching a person who spoke English well, was very helpful, and did exactly what they indicated they would.
