My other computer is infected with the "FBI cybercrime virus. I tried Safe mode,it still comes up with the virus. HELP

I am not a computer geeks so don't yell at me if I have this wrong. Dick B. mentions that he tried to do a restore after clearing the baddies. It's my understanding that these programs like to install themselves along with the backups so it's likely counter productive to fix a the issue and then use the restore command to reinstall them!
