My other computer is infected with the "FBI cybercrime virus. I tried Safe mode,it still comes up with the virus. HELP

Restore will have a little affect, as it will reload config and registry files. It does not delete files though, so it will not eliminate infected files. YOu could end up reinfected by the same source file as the original file carrying the virus. If you do restore, you need to immediately go through the recommendations of Malwarebytes.
