Like jimbollman posted buy the cheapie Harbor Freight meter. Once you get experience using it then buy a more expensive one. It isn't the price of the meter it is the experience of the guy holding the probes. I think the Harbor Freight one is $6. Not a big loss if you damage it learning. These are all digital. Not like it is the difference between 20,000 ohm per volt or 1 meg ohm per volt in an analog meter when you spend that $6 on the digital.
