I have a droid with a laptop tethered to it using Easy Tether. The free version can be downloaded from Google Play or Amazon. It is limited in that you cannot use secure sites but you can browse the web. I use the Pro version which is $9.99. I connect the phone via USB to the laptop, turn on Easy Tether on the phone, then turn it on on the laptop. The connection is excellent when I have a 3G signal. Easy Tether does not require one to root the phone, does not require wifi, nor does it involve paying a monthly fee.
