Neither Android nor Win 8.x block other processes, I can't vouch for iOS. In Win 8.x it's true that the apps open full screen but they can be split on the screen and run side by side. My new Android smartphone allows apps to open superimposed on top of each other so you can work with more than one app at a time. However, apps continue to run in the background even if they aren't visible on the screen.
This illustrates one of my pet peeves, people tend to hear something and then spread it around the internet, regardless whether the information is accurate or not.
