If you like Apple go with Apple. Same for Android. However, the new Moto E just became available for the Pay as you Go with Verizon. It's not a big hit to the pocket. On months you are not paying for cell service, the device is still usable with Wifi. Their are also Android and Apple specific programs for offline GPS navigation.
