Are you sure your neighbors don't have your password? It would be simple to get if you have a kid, they would just ask them and the kid would likely give it to them. Also, if you use some simple password like the name of your dog, they might guess that as well.
All that being said, you are much more likely a potential target of a Phishing scam. Someone sends out some blast email to a few million people saying they are illegally downloading something and if you don't send them a few bucks, they are going to prosecute you. Since these scams happen all the time, it must mean a bunch of people send money.
