I don't think they are continuously monitoring every file, I assume it's just illegal and copyrighted ones that get flagged. The only time I know they look at our files is when you have some sort of problem and call their internet/computer support center and sometimes they may go through your files looking for viruses and malware. Or maybe there is monitoring going on that the public doesn't know about related to cybercrime and terrorist activity?
