Pretty much 99% of mobile WIFI will be cell-tower based, including what comes in some of the fancier new cars. Data caps are pretty common, but some carriers DO offer unlimited (though it's probably not REALLY unlimited, there's usually some contract clause for throttling, suspending, or canceling you, if you use too much in a month). I have "unlimited" from Sprint and am reasonably happy, but Verizon (no unlimited plans) has MUCH better coverage, and it's generally the one you see recommended the most.
The other 1% would be satellite, it's slow (500-1000ms typical latency), it has expensive monthly fees, it has ridiculous data caps (250mb/day is pretty common), and it's quite complicated requiring professional installation, and super expensive equipment (sometimes included or leased with long term contract), however it works everywhere you can see the southern sky.
