Probably because no one has ever tried to be this intrusive before with an Operating system. They are currently seeding windows 7 and 8 to prompt you to update to 10.
I block outgoing big brother calls, even to Apple, OS X really doesn't phone home that often and I see all out going Big brother calls. Google is Horrible. But, my Car is not phone home, may gas tank is not phoning home, so they are clearly not in the same leagues as Microsoft. If you want a comparison Facebook is as bad as Microsoft. It's all about getting our information to sell. That needs to stop or compensate users.
