Win 8.1--Is it Really All That Bad?

You can turn that "feature" off in 8.1.
I looked through every setting on Win 8.1 to turn that off and could not find anything. Its gone now with Win 10.
This did it for me:
Right click on blank space on Task Bar
Click Properties
Click Navigation
Uncheck the top box for "Show Charms...."
Click Apply
I did that exact procedure a month ago but not-so-charming "Charms" still pop up.
