I went in to the favorites section it had a button to download favorites from my IE. Said yes it came back it a few seconds and said completed but none of my favorites from my old system show up. I'm afraid you're expecting a little too much. I believe you opened the new Edge browser and it offered to import your Favorite from IE on that same computer. Since it's a new computer, you probably don't have any Favorites stored in IE yet.
However, if you still have your old computer with all your Favorites saved in IE, you can export those favorites to a file, put it on a USB thumb drive and transfer it to your new computer. From there, you could import it into IE, then have the new Edge browser import your Favorites from IE.
In order to export Favorites from your old computer, open IE and click on the Star (Favorites icon) in the upper right part of the browser. Click the down arrow where you see "Add to Favorites" and you'll see a menu that includes "Import and export...". Select that menu item and then go thru the prompts to select what you want to export. Once you finally get your Favorites saved to a file, copy that file to a thumb drive or transfer to your new computer any other way you wish. On your new computer, open IE (not the new Edge browser) and then click on the Star icon and do an import of those Favorites from your saved file. You'll now have your Favorites in IE on your new computer. Now you can use the new Edge browser and tell it to import your Favorites from IE.
